EP vs S Pass: which route fits your hire?
Both passes allow foreign talent to work in Singapore, but they serve different workforce needs. Here’s how to choose pragmatically, based on the role, salary and your firm’s headcount plan.
1) Who each pass is for
- Employment Pass (EP) — Professionals, managers and executives (PMEs). Typically degree‑qualified and experienced specialists or leaders.
- S Pass — Mid‑level skilled staff (e.g., technicians, supervisors). A good fit when salary bands or job scope do not meet EP thresholds.
2) Core eligibility
- Salary: EP minimum qualifying salary (MQS) varies by sector and age; fresh grads from S$5,000 (higher for financial services; higher for older candidates). S Pass has its own MQS, lower than EP but still age‑progressive.
- Role seniority & skills: EP expects professional/managerial responsibilities; S Pass suits specialised technicians or junior professionals.
- Employer factors: EP applications are scored via COMPASS (points‑based). S Pass is subject to quota and a monthly levy.
3) Headcount and cost implications
- EP: no quota or levy, but must pass COMPASS (or qualify for exemption). Total compensation must align with market for the role.
- S Pass: subject to sub‑DRC quotas and monthly levies. If your team is near its quota ceiling, another S Pass may not be feasible.
4) Processing & timing (what matters in practice)
- Documentation: EP applications focus on role seniority, salary justification, educational background, and employer’s profile. S Pass emphasises job scope and experience fit against the occupation.
- Advertising: Many roles require a valid MyCareersFuture job ad under the Fair Consideration Framework. Confirm before you submit.
- Timelines: MOM’s published service standards apply, but real timelines vary by case complexity and whether clarifications are requested.
5) Decision checklist
- Salary meets EP MQS for the candidate’s age and sector?
- Job scope genuinely aligns with PME responsibilities?
- Will the employer satisfy COMPASS (or qualify for exemption)?
- If S Pass: do you have quota buffer and budget for levy?
- Is the profile likely to satisfy MOM’s overall expectation of role‑to‑pay‑to‑experience coherence?
Practical tip: If the role is mid‑level and salary is close to the EP threshold, model both scenarios (EP vs S Pass) early — including quota, levy and time‑to‑fill. This helps you align hiring decisions with business plans before an offer is made.
